The 30-Day Rule Most New Offices in Hyderabad Miss — and How to Get It Right
Opened an office, shop or clinic in Hyderabad? Register under the Telangana Shops & Establishments Act within 30 days. Process, renewal and changes explained.
You’ve leased a small office in Kothaguda, hired your first three people and opened the doors. GST is done, the company is registered — surely that’s everything? Not quite. Telangana law expects every shop and commercial establishment to register with the Labour Department within 30 days of starting work, and many first-time founders hear about it only when a labour inspector visits.
Here is the direct answer. Shop and establishment registration in Hyderabad is required under section 3 of the Telangana Shops and Establishments Act, 1988 for shops, offices, IT and service firms, restaurants, clinics and most other commercial premises. You apply online to the Labour Department within 30 days of commencing work, display the certificate at the premises, renew it on time, and report any change within 15 days.
Who needs to register?
- Offices of companies, LLPs and firms — including tech and consulting offices in Hitech City and Gachibowli.
- Shops and showrooms, retail and wholesale.
- Restaurants, cafés, cloud kitchens and hotels.
- Clinics, salons, gyms, coaching centres and similar service premises.
- Each separate location needs its own registration.
The Act defines “establishment” widely; a few categories are excluded or exempted by the Act or by notification. (Confirm whether any exemption applies to your specific business.)

| Report a change (address, employer, employees, nature of business) | Within 15 days of the change | Section 3(4) |

| Apply for renewal | At least 30 days before expiry (late application within 30 days after expiry, with penalty) | Section 4 |
How to register — step by step
- Keep documents ready: PAN and ID of the employer, proof of premises (rent agreement or ownership), certificate of incorporation or partnership deed if applicable, and details of the employees and working hours.
- Apply online on the Telangana Labour Department’s portal and pay the fee. The fee depends on the number of employees. (Confirm the current fee slab on the portal.)
- Get your certificate from the Inspector. If no adverse order is passed within 30 days, registration is deemed granted.
- Display the certificate prominently at the premises.
- Diary the renewal and annual compliances, including maintaining the registers the Act requires.
What happens if you skip it?
Operating without a valid certificate is an offence under section 61 of the Act, with fines and an additional daily fine while the default continues. Practically, it also hurts you elsewhere: banks, landlords and clients increasingly ask for the certificate as proof that your premises are legitimate.
Since 21 November 2025, the four Labour Codes are in force across India. If you employ larger numbers of workers, also check whether registration under the Occupational Safety, Health and Working Conditions Code, 2020 applies to you. (Confirm applicability for your headcount.)
