Payroll teams across Hyderabad, from Hitech City and Gachibowli to Kondapur, woke up to a change that touches every salary slip near the old limit: the wage ceiling for mandatory Employees’ Provident Fund (EPF) coverage has gone up.

The direct answer: the monthly wage ceiling for mandatory EPF coverage has been raised from Rs 15,000 to Rs 25,000, effective 17 September 2026. The Union Cabinet approved the move on 16 September 2026, according to the Ministry of Labour and Employment, and the ceiling is notified under Chapter III of the Code on Social Security, 2020.

EPF wage ceiling hike at a glance

Point Position
Old ceiling Rs 15,000 per month (the Ministry of Labour notes it had not changed since September 2014)
New ceiling Rs 25,000 per month
Effective date 17 September 2026
Cabinet approval 16 September 2026
Notification S.O. 5109(E), Ministry of Labour and Employment, under Chapter III of the Code on Social Security, 2020
Schemes involved EPF, Employees’ Pension Scheme (EPS) and Employees’ Deposit Linked Insurance Scheme (EDLI)

Who is affected

Employees earning between Rs 15,000 and Rs 25,000 a month, who earlier fell outside mandatory coverage, become eligible for mandatory coverage. The Ministry’s release says a large number of additional employees will be covered but does not give a headcount. Employers must align contributions with the revised ceiling.

According to a legal analysis by Argus Partners, existing members who already contribute on higher wages are not changed by the notification on its own.

What the new ceiling means for maximum contributions

Employee and employer each contribute 12 per cent of wages. At the ceiling, the arithmetic changes as below. The figures are simple calculations from the ceiling and statutory percentages, shown for illustration; actual contributions depend on contributory wages and the scheme provisions.

At the ceiling Rs 15,000 Rs 25,000
Employee share, 12% Rs 1,800 Rs 3,000
Employer share, 12% Rs 1,800 Rs 3,000
Of which to EPF, 3.67% (approx.) Rs 551 Rs 918
Of which to EPS, 8.33% (approx.) Rs 1,250 Rs 2,083

Employer incentive reported

The EPFO Regional Office, Goa advisory (carried by PIB) mentions that, under the Central Government’s PMVBRY scheme, employers may claim up to Rs 3,000 per month for up to two years, or up to four years for manufacturing units. The advisory also lists Aadhaar and KYC seeding on the portal as a step for claiming incentives.

The September 2026 transition: not yet settled

The ceiling changed in the middle of a wage month. At the time of the sources reviewed, the method for September 2026 was a point on which published views differ:

  • KPMG’s alert says September contributions should be split: 1 to 16 September at the old ceiling and 17 to 30 September at the new one.
  • Argus Partners calls the position interpretatively open. Its preferred view is a Rs 25,000 ceiling for September on actual wages, with a blended ceiling of about Rs 19,667 as the alternative. It reported that, as of 21 September 2026, it had found no EPFO circular or FAQ prescribing a method.

Employers should look for any later EPFO direction before treating either approach as final. Interest and damages under the Code can apply to short-paid contributions.

Other points reported by advisers

  • KPMG notes the maximum EDLI assurance benefit remains Rs 7,00,000, with an actuarial valuation of the EDLI fund planned.
  • KPMG also notes that if an extra employee contribution cannot be deducted in September, recovery may be moved to the October payroll, while the full amount is still reported and remitted.
  • The Ministry of Labour’s release puts the estimated annual Government outgo for the enhancement at about Rs 11,339 crore.
